(Your author would add)  CW signals can get through when no others can with less power and less fancy equipment. Consider the communication potential of a nation in which every citizen knew code. 
In a civil emergency such as war or calamity this ability could prove to be a dramatic national resource. We are aware that this nation's enemies are well trained in the use and encryption of CW!!
